Congressman Phil English

U.S. Rep. Phil English was re-elected in 2004 to his sixth term to serve western Pennsylvania’s 3rd District, which includes Erie County and parts of Armstrong, Butler, Crawford, Mercer, Venango and Warren counties. English is a Republican and lifelong resident of Erie. Prior to his election to the U.S. House of Representatives, English was chief of staff for then Pennsylvania State Senator Melissa Hart. He was also Minority Executive Director of the State Senate Finance Committee, Executive Director of the State Senate Transportation Committee and Research Director of the State Senate Labor and Industry Committee. In 1985, English served as Erie City’s Controller, the first GOP candidate elected to city-wide office in 20 years, and was a key player in developing new investment fund policies to protect the retirement plans of city workers. He also led the fight to divest Erie City’s pensions from South African Investments, which was then an apartheid government.

In his first term, English became the first Freshman Republican to be appointed to the Ways and Means Committee in almost 30 years. The Committee handles legislation affecting taxes, trade, health, Medicare, Social Security and welfare. English sits on the Health, Trade and Human Resources subcommittees. In 2001, English was appointed to the Joint Economic Committee, which is a combined House and Senate committee that serves as the economic policy arm of Congress. English was also appointed by the president to serve on the Presidents Export Council. This year, English was appointed to the Republican Policy Committee.

English has introduced and helped develop a number of legislative initiatives to stimulate the economy and investment and spur job growth. He has supported measures to eliminate the marriage penalty, increase the child tax credit, accelerate the reduction in income tax rates, encourage household savings, eliminate the individual and corporate Alternative Minimum Tax (AMT), cut the capital gains tax rate, increase expensing limits for businesses making capital investments and encourage American companies operating overseas to reinvest in the U.S.

Since coming into office in 1994, English has been a strong advocate for lower and fairer taxes and is committed to working with his colleagues to replace the current tax system with a system that is both fair and simple. English is the original author of the Simplified USA Tax (SUSAT), legislation that would completely replace the current income tax, both corporate and personal. SUSAT would simplify the tax code and give Americans the opportunity to save a larger portion of their income or to pay for their children’s education without excessive taxes.

As a member of the Ways and Means Trade Subcommittee, English has been an advocate of fair trade and a strong U.S. trade policy. Specifically, English has led the fight against unfair Chinese trade practices and developed bills designed to help manufacturers more easily gain relief from unfair trade and impose tariffs on China for its manipulation of the yuan: The Trade Law Reform Act, The Nonmarket Economy Bill, The CHINA Act and The U.S. Trade Rights Enforcement Act, which passed the House in July 2005.

As Chairman of the Congressional Steel Caucus, English led the fight to win presidential safeguard action to give the domestic steel industry a chance to recover after a surge in steel imports. English has been a champion of the manufacturing sector in general and has worked closely with the administration to draw attention to the suffering of the industry and seek short and long-term solution. To help American workers displaced by trade, English successfully fought to reauthorize the Trade Adjustment Assistance (TAA) program to help update workers’ skills and prepare them for new jobs.

A longtime believer in the importance of education, English has introduced and helped develop innovative legislation to make higher education more affordable. His Education for Life plan includes incentives for people to save for education throughout their lives. He has promoted legislation to eliminate the tax penalty on funds withdrawn from a prepaid tuition account plan and led the effort to allow for tax-free distribution from Qualified Tuition Plans thereby providing parents and students with additional savings vehicles for a college education. English also led the successful fight to expand the deductability of interest payments on student loans.

He received a B.A. in Political Science from the University of Pennsylvania and is married to Chris English, a retired educator in the Erie public school system. Ranked as a key “centrist” in the House by National Journal (February 12, 2005), English is a leading voice for economic growth and fair trade in Washington.

Robert Albertson

Mr. Albertson is a Principal and Chief Strategist for Sandler O’Neill & Partners, L.P. Previously, he was founder and President of Pilot Financial, a global financial sector performance fund spanning European, Latin and US banks, brokers and specialty finance companies. He is also on the advisory board of National Interbank, a premier U.S. provider of private-label on-line banking.

Mr. Albertson was Director US Bank Research (1987-99) and Global Coordinator for financials research (1997-99) for Goldman Sachs & Co, where he led a team of analysts covering the US banking industry and established initial research coverage of banks in Europe in the 1980s and several Latin American banks in the 1990s. He also spearheaded research efforts on internet banking and the impact of technology.

While at Goldman, he also worked closely with investment banking, supporting new business development, designing and marketing equity offerings, and consulting on acquisitions. During his tenure at GS&Co he was involved in major bank stock underwritings, including: Banamex-Accival (BANACCI), Banco Bilbao Vizcaya (BBV), Barclays, Banc One, Chase, Chemical, Continental, First Interstate, First Union, Manufacturers Hanover, MBNA (the IPO), Mellon, PNC Financial, and Societe Generale. He has also been a regular consultant on bank mergers, counseling investment bankers, bank managements and bank boards, the more notable including: Banc One/First ChicagoNBD, BankAmerica/Continental, BankAmerica/NationsBank, Chemical/Manufacturers Hanover, Chase/Chemical, Mellon/Dreyfus, and Wells Fargo/Norwest. Prior to Goldman, he was Managing Director, US Bank Equities Research at Smith Barney.

Mr. Albertson is a graduate of both the Harvard Business School and Carnegie-Mellon University. He has been a frequent commentator for CNN, CNBC, and Nightly Business television as well as other business news media, including The Wall Street Journal, The New York Times, The Economist and The American Banker. He has also been a regular speaker before banking industry and supervisory organizations, including many of the top 25 US banks, the New York Federal Reserve Bank and the Bank for International Settlements.

Terry Jorde

Terry J. Jorde is the chairman of the Independent Community Bankers of America (ICBA), the only national trade association that exclusively serves community banks.

President and CEO of CountryBank USA in Cando, N.D., Jorde is a respected leader throughout the banking industry. Before becoming chairman, she served on ICBA’s Executive Committee as treasurer, chairman-elect and as vice chairman. She also served as chairman of ICBA’s Services Network, the holding company that oversees the trade association’s five for-profit subsidiaries, and as chairman of ICBA’s Agriculture-Rural America Committee. She also chaired ICBA Securities, the association’s portfolio management services corporation for community banks.

Jorde is past president of the Independent Community Banks of North Dakota and a past member of the Federal Reserve Board Consumer Advisory Council. She also served on the board of the North Dakota Department of Financial Institutions. A past member of Fannie Mae’s National Advisory Council, she is the only active banker on the FDIC Advisory Committee on Banking Policy.

As a business-development leader, she serves on the boards of the Towner County Economic Development Corp., the Towner County Medical Center, and the North Dakota Development Fund.

Jorde holds a bachelor’s degree in finance from the University of Illinois in Champaign-Urbana. She and her husband also operate a 1,000-acre potato farm and are the parents of three children.



Weller Meyer

F. Weller Meyer is chairman of America’s Community Bankers. Mr. Meyer serves as chairman, president and CEO of Acacia Federal Savings Bank, a $1.2 billion stock institution in Falls Church, Va. His career includes more than 30 years in banking and finance.

He has been a member of ACB's Board of Directors since 1998 and has served as chairman of ACB’s Finance & Investment Committee, and is a past chairman of the Board of ACB Business Partners, Inc. Mr. Meyer also serves on the Government Affairs Steering Committee and the Finance & Investment Committee, as well as serves as a chairman on the Executive Committee and the BASEL Committee.

Mr. Meyer has served as president of the Federal Reserve Board's Thrift Institutions Advisory Council, and as a member of Fannie Mae's National Advisory Council. He has served as a director of the Southeastern Conference of Community Bankers, the Virginia Bankers Association and the Virginia League of Savings Institutions. Mr. Meyer is currently a director of the Calvert Group, Ltd., the Northern Virginia Community Foundation and the Make-A-Wish Foundation of the Mid-Atlantic.

James Calhoun




James Calhoun, Assistant Deputy Comptroller, Pittsburgh Field Office, began his tenure with the Office of the Comptroller of the Currency in 1980 in the Peoria, Illinois Field Office. He worked as an analyst in the Special Supervision Division in Washington, D.C. and served as Examiner-in-Charge at two of the Northeastern District’s regional banks. James became the Assistant Deputy Comptroller (ADC) for the Pittsburgh Field Office in June 1997. He currently chairs the Risk Committee of the Northeast District and is a member of the agency’s National Risk Committee.



Scott Polakoff



Scott Polakoff, Deputy Director and Chief Operating Officer, joined the OTS in 2005 after serving 22 years with the Federal Deposit Insurance Corporation. Scott is a career bank examiner, starting his career with the FDIC in 1983 as a trainee bank examiner in Tulsa, Oklahoma. He assumed positions of increasing responsibility, including Review Examiner (Dallas Regional Office), Assistant to the Executive Director (Washington, D.C.), Assistant Regional Director (Atlanta Regional Office), and Deputy Regional Director (New York Region). Before joining OTS, Scott served as Regional Director in the Chicago Regional Office.


William Stark


William Stark, is Deputy Director for Strategic Planning and Resource Management in the FDIC’s Division of Supervision and Consumer Protection. He is responsible for the Division’s strategic planning and budget, technology initiatives and supervisory policy development related to anti-money laundering and financial crimes. Mr. Stark joined the FDIC in February 1990 as Assistant Director for Capital Markets and was promoted to Associate Director for Capital Markets in 2002. Mr. Stark came to the FDIC after holding positions from 1980 to 1990 as Chief Financial Officer, Controller, and Treasurer of various financial institutions located in the United States. Prior to 1980, he was employed by Peat, Marwick, Mitchell and Company and was licensed as a Certified Public Accountant.



William Stone, Jr.

William Stone, Jr., First Vice President and Acting President, joined the Federal Reserve Bank of Philadelphia in 1971. He has served in various capacities in both the supervisory/regulatory and operations sides of the Bank. In 1984, he was promoted to senior vice president in charge of payment operations. In this position he was responsible for all Third District cash, check, and electronic payment activities. In 1987, Stone was appointed first vice president and chief operating officer of the Bank. He is a frequent spokesperson on national and regional economic matters and has consulted with foreign central banks and the World Bank.


Ron Wysochansky


Ron Wysochansky, Deputy Secretary for Financial Institutions, joined the Department of Banking in 1979. Before being appointed as Deputy Secretary for Financial Institutions, Ron served as Director of the Department’s Examinations Bureau. Wysochansky has 25 years of experience with the Department. He is a member of the Performance Standards Committee for the Conference of State Bank Supervisors’ State Banking Department Accreditation Program and a Trustee on the Board of the Education Foundation of State Bank Supervisors.

The presentation will cover recent developments in executive compensation and benefits affecting financial institutions of all charter types. Doug Faucette will discuss recent trends in shareholder litigation targeting executive compensation and implications of the rising tide of shareholder and regulatory activism. He will discuss specific issues raised by accounting rules under FAS 123(R) affecting equity compensation and compliance with new tax regulations for nonqualified deferred compensation under Section 409A of the Code. Faucette will also address the recently proposed overhaul of SEC’s executive compensation disclosure rules and what it means for financial institutions. Lastly, he will comment on strategies that management and boards can use to respond to a changing legal environment for executive compensation.

Torrey Pines Golf Course, "North Course"

This year’s Convention Golf Tournament will be held at the famous Torrey Pines Golf Course in La Jolla, CA. Torrey Pines offers two of the most picturesque championship 18-hole golf courses in the world, and is a well-known PGA Tour stop with the Buick Invitational held every February.

Torrey Pines is long recognized as one of the nation’s premier municipal golf facilities. It is a “golfer’s paradise,” bounded by mountains to the north and the Pacific Ocean to the west. Prior to becoming a golf course, the land was Camp Callan, a naval training area. The Torrey Pines Tree is indigenous to this area and to Santa Rosa Island. The tree is distinguished by having clusters of five pine needles.

Torrey Pines’ North Course is one of the most scenic golf courses on the California coastline. Several holes on the North Course are situated high atop the bluffs overlooking the Pacific Ocean.
