KEVIN SHIVERS

President/CEO

Kevin L. Shivers was selected as president and CEO of the Pennsylvania Association of Community Bankers (PACB) in April 2019. Kevin is a certified association executive (CAE) who brings extensive experience in association management, public policy, and advocacy.

Kevin leads PACB’s efforts to deliver programs, services, and advocacy that keep community banks independent, competitive, profitable, and strong.

Kevin has been involved with community banking for nearly his entire life. Kevin was raised in a community-banking household and spent 17 years leading a statewide
small-business organization where he had the opportunity to work closely with PACB members and leadership. Through the years, Kevin partnered with PACB on a variety of privacy, tax, and regulatory issues at the federal and state level. 

Before joining PACB as its president and CEO, Kevin served as executive director of the Pennsylvania Medical Society’s Specialty Society Management Services, where he
led a 25-person team that supported over
30 medical-specialty and professional trade associations. Prior to that, he served the Pennsylvania chapter of the National Federation of Independent Business (NFIB) first as state director and later as executive state director. Before joining NFIB, Kevin served on the personal staff of Pennsylvania governors Tom Ridge and Mark Schweiker.

An active community leader, Kevin was named 2019 Man of the Year by the Leukemia and Lymphoma Society of Central Pennsylvania, raising over $50,000 for cancer research. He serves on the board of directors of the Foundation for Free Enterprise Education and mentors high school students each summer at Pennsylvania Free Enterprise Week (PFEW). Kevin was appointed by Pennsylvania Gov. Tom Corbett in 2010 to the governor’s economic development transition team. He was appointed by Gov. Ed Rendell to serve on the Workers Compensation Advisory Council at the state Department of Labor
​and Industry. Kevin also served as a member of the governing board of the Pennsylvania Compensation Rating Bureau (PCRB), and was a founding member of the Pennsylvania Coalition for Civil Justice Reform (PCCJR).

TRICIA FLEISHER WILLHIDE

Director of Education and Events
Tricia Willhide joined PACB in June of 2023
to serve as the association's Director of Education and Events.

Tricia organizes and manages the Association's educational programming and member events, including PACB's major annual convention. She is responsible for curriculum development, and reviewing and vetting speakers and presenters who serve as subject matter experts providing banking information and insight to our growing membership.

Prior to joining PACB, Tricia served as the principal and managing director of The Barn at Little Buffalo, LLC in Newport, PA, as well  directing meetings and exhibits as a consulting partner.

Her background includes serving as a meetings and exhibits coordinator for a national association engaged in community health care.

TODD WILLMAN

Director of Marketing,
​PR and Membership

 Todd works with PACB in executing its integrated marketing and communication plan and is responsible for strategic marketing planning, brand development, public relations, event marketing, and our digital, video, and social media efforts. He also serves as the editor of the popular Hometown Banker magazine.

Having joined PACB in August of 2020, Todd’s background encompasses print and digital marketing collateral, membership development, strategic planning, branding and positioning, event and trade show involvement, and PM roles. His experience includes marketing communications and crisis communications for Fortune 100/500 global companies, vertical market research, B2B video integration, campaign strategy and PR/media relations.

Before joining PACB, he spent the previous five years as head of marketing and membership development for a central-Pennsylvania business trade association.

In his non-work time, Todd is involved with the Hagerstown MD Aviation Museum, serving on its Board of Directors which oversees the preservation and curation of North America's largest collection of vintage Fairchild-produced aircraft. He also serves as VP of the Board of Directors for the Cumberland Valley Animal Shelter located in Chambersburg, PA.

HANNAH FOSTER

Member Engagement Manager
and Board Liaison
Hannah serves as PACB’s Member Engagement Manager where she works to engage with members by providing extraordinary customer service, developing relationships, and finding solutions to  member needs. She has a strong desire to help PACB serve its members, as she was raised in a community-banking household and recognizes the incredible value that members bring to their communities. 

Hannah also serves as PACB's Board Liaison, where she supports, maintains connection, and facilitates communication between the PACB Board of Directors, PACB staff, and PACB membership. 

Hannah joined PACB in April of 2022 and is from State College, Pennsylvania. She graduated with a bachelor’s degree in English Language and Literature. She is passionate about communication and looks forward to each opportunity she has to connect with the members of PACB.

Vice President of
​Business Development


Richard Carter, a resident of Palmyra, PA joined PACB in early September 2022 as Vice President of Business Development.

Richard's role will be developing relationships with community bank leaders throughout the Commonwealth. He will also be expanding the visibility of PACB and bringing a higher level of awareness to the many services and educational programming benefits that the Association offers community bankers.

​He comes to PACB with more than 30 years of of regional banking experience and previously served as a senior vice president and district manager for a major bank.

LYDIA ELLIOTT

Office Manager
Lydia Elliott is the Office Manager.
​

Lydia was drawn to do bookkeeping and accounting, and through many years of hands-on experience, and continuing education, she has used that passion and her skills to work with a wide variety of PA companies, from small businesses to large corporations.

​She comes to PACB in December, 2022,
​with past experience as credit and accounts manager for the Dauphin County Library System and as an office manager for a company in the fire protection industry.

ALLIE KUTZ

Director of Government Relations
​Allie Kutz joined the Pennsylvania Association of Community Bankers (PACB) in February 2023 as the Director of Government Relations, bringing extensive government and political experience to the role. 
 
Allie leads PACB's legislative agenda, working to connect lawmakers with member institutions and promote public policy which further empowers community banks to make a positive impact in their local economies.
 
Prior to joining PACB, Allie's diverse professional experience includes serving as a Legislative Director in the Pennsylvania House of Representatives, a political fundraising and campaign consultant, and as regional field director for a gubernatorial campaign. Allie is a graduate of Elizabethtown College, where she obtained her degree in Education and interned for the Pennsylvania House Education Committee. She also is a proud graduate of the Anne B. Anstine Excellence in Public Service Series, which seeks to train women for leadership and service to their communities.
 
Allie resides in Mechanicsburg with her husband and their goldendoodle, Camden. Passionate about serving her local community, Allie is involved with various volunteer organizations and was named Female Leader of the Year in 2021 by the Pennsylvania Young Republicans. Allie looks forward to working to advance PACB's advocacy mission and connecting with the member institutions.
