Who We Are. |
The Pennsylvania Association of Community Bankers (PACB) is the unified voice of more than 100 community banks across the Commonwealth.
PACB advances the interests of its members through advocacy, career building, industry leadership, and collaboration. We exist to ensure community banks not only endure — but lead. By bringing together the collective strength of our members, we shape policy, accelerate growth, and expand economic impact across the Commonwealth. |
PACB
A legacy in community banking
The Pennsylvania Association of Community Bankers (PACB) was established in January 1992 through the consolidation of two longstanding organizations: the Community Bankers of Pennsylvania, chartered in 1973, and the Pennsylvania Association of Savings Institutions, chartered in 1877.
This unification brought together decades of experience, leadership, and commitment to community banking across the Commonwealth, forming a single, stronger voice for locally focused financial institutions.
Today, PACB represents over 100 community banks throughout Pennsylvania. While these institutions vary in structure — including commercial banks, savings banks, and thrifts — they share a common philosophy: meeting the financial needs of their communities through local decision-making, trusted relationships, and high-quality, personalized service.
From their earliest foundations to the present day, community banks have remained deeply connected to the communities they serve. Their strength lies in their ability to understand local needs, support small businesses, finance homeownership, and invest directly in local economic development.
PACB and its members continue to believe that financial decisions made at the local level lead to stronger outcomes for individuals, businesses, and communities. This commitment remains central to the identity of community banking in Pennsylvania.
Building on its historic foundation, PACB continues to advance the role of community banks through advocacy, collaboration, education, and industry leadership, ensuring they remain strong, competitive, and positioned to serve their communities for generations to come.

More Then Members.
PACB represents more than institutions. It represents the people who power community banking across the Commonwealth.
While membership is held at the institutional level, it is the bankers themselves who are the true strength of PACB. Their commitment to their customers, their communities, and their profession defines the impact of community banking in Pennsylvania. PACB brings these leaders together not only to connect, but to advance a shared purpose.
Through advocacy, collaboration, and professional development, the association creates an environment where community banks can grow, lead, and strengthen the communities they serve.
Our mission:
To empower community banks to positively
impact the communities they serve.
